NOTICE OF ANNUAL GENERAL COUNCIL MEETING and
CALL FOR BEC NOMINATIONS

Notice is given, pursuant to Section 20 of the Constitution, of the next meeting of the Branch Council of The Scout Association of Australia ACT Branch Inc. (Scouts ACT).


What: The Annual General Council Meeting (AGCM)
When: Thursday 30 May 2024
Time: 7:00 pm
Where: Scouts ACT Branch Office, 89 Kitchener Street Garran.


The AGCM is open to all members and friends of Scouts ACT. Only Branch Council members are eligible to vote.
Light refreshments will be served at the conclusion of the meeting.

1. Who can vote at the Annual General Council Meeting (AGCM)?

Branch Council members are entitled to vote at the AGCM.


2. Who are Branch Council members?

Not all members of Scouts ACT are Branch Council members. As per clause 17 of the Scouts ACT constitution, members of the Branch Council are:

  • Chief Scout of the Branch, if one is appointed.
  • President
  • Chief Commissioner
  • Branch Treasurer
  • President, Secretary and Treasurer of each Formation except Rover Crews, as last notified to the Branch.
  • All members of the Branch holding a Certificate of Adult Appointment within the Branch.
  • All Rover Crew Leaders of registered Rover Crews and the Chair of the Branch Rover Council.
  • One additional member from each registered Rover Crew, nominated by that Crew.
  • All Honorary Commissioners and Life Members of the Branch.
  • Such Supporter as shall be elected under clause 18 of the Scouts ACT constitution.


3. How many Supporters may be elected to Branch Council?

Up to thirty (30) Supporters over 18 years of age may be elected to Branch Council.


4. What term do Supporters elected to Branch Council serve?

Supporters are elected to Branch Council for a period of three (3) years. One third of elected Supporters retire each year. The one third to retire each year are to be those who have been longest in office in the current term of appointment. Retiring Supporters are eligible for re-election.

5. What is the Branch Executive Committee?

The Branch Executive Committee (BEC) is Scouts ACT’s Board of Directors. The management of the business of Scouts ACT is vested in the BEC by the Branch Council. Members are elected to the BEC at the AGCM each year by the Branch Council.


6. Who makes up the Branch Executive Committee?

As per clause 24.1 of the constitution, the BEC consists of:

  • President
  • Chief Commissioner
  • Branch Treasurer
  • One Leader or adult Supporter nominated by each of the Branch Regions and ratified by a motion of the Branch Council
  • One Rover nominated by the Branch Rover Council and ratified by a motion of the Branch Council
  • Up to two (2) uniformed members who have attained the age of eighteen (18) years
  • Up to two (2) adult Supporters elected by the Branch Council
  • One additional member who may be co-opted by the BEC between meetings of the Branch Council where that person has skills and experience considered by the BEC to be necessary for the good management of the Branch.

7. What term do Branch Executive Committee members serve?

BEC members serve a term of one year. Their term starts at the conclusion of the AGCM at which they were elected and finishes at the conclusion of the following year’s AGCM.


8. Are all members of the BEC elected at the Annual General Council Meeting (AGCM)?

  • No. The following members are elected at the AGCM:
  • President
  • Branch Treasurer
  • Up to two (2) uniformed members who have attained the age of eighteen (18) years
  • Up to two (2) adult Supporters elected by the Branch Council

The following positions are nominated by the respective region/council and ratified by a motion of the Branch council:

  • One Leader or adult Supporter nominated by each of the Branch Regions
  • One Rover nominated by the Branch Rover Council

The Chief Commissioner is appointed by the Chief Scout of Australia and holds a position on BEC for the term of their appointment.


9. How do I nominate for Branch Executive Committee (BEC)?

10. Will nominations for Branch Executive Committee (BEC) be accepted from the floor during the Annual General Council Meeting (AGCM)?

No. Nominations will only be accepted via the nomination form. Nominations close 12 noon Monday 27 May 2024. Late nominations will not be accepted.


11. What is quorum at an Annual General Council Meeting (AGCM)?

Thirty (30) Members and Supporters present in person constitute a quorum for all meetings of the Branch Council. (See clause 19.5)
