Program Team

The Program Team was formed in September 2022 to support the implementation of the One Program for all youth members in the ACT. The team focuses on supporting consistent delivery across all Units and involving youth members in the design and delivery of activities and events.

The Program Team is led by the Deputy Chief Commissioner, Program and is made up of two teams - Youth Program and Youth Engagement - each led by an Assistant Chief Commissioner.


Deputy Chief Commissioner, Program

Felicity first began at the age of 13 in Guides. She gained her peak guide award - The BP and then became a Junior Leader and gained the Peak Award for that section - Junior Leader Certificate.  Felicity became a Brownie Leader (1st Gwynneville and Ngunnawal Brownie Packs) at the age of 18 and continued for 10 years.

During this time she joined Rovers with 1st Figtree Rover Crew in Wollongong and enjoyed many adventurous activities. In 2008 Felicity became a Cub Leader with Birralee for 5 years. She then became the Group Leader for 8 years. This year Felicity took on the new challenge of a Branch Role.

Youth Program

The Youth Program Team is responsible for training and providing advice to youth and adult members to deliver the Scout program, in particular the

Achievement Pathways.

Branch Commissioner, Milestones and Peak Awards 

Lianne Halling “Onya” - lianne.halling@scoutsact.com.au  

  • Providing advice on Milestones and program essentials

  • Supporting Peak Awards, including planning, reflections and award ceremonies

Having been a Brownie and a Guide, Lianne moved to Scouts at 13 to join the newly created Troop at Kama that took both girls and boys. She then continued on to Venturers at both Kama and Latrobe before joining Bethungra Rovers earning both her Queen’s Scout and BP Awards.

Her Scouting continued in Victoria where she was hosted in her final year as a Rover with Port Philip Rover Crew who she then became Rover Adviser with in 2006. From there she started a Joey Mob at 6th Melbourne in time for her eldest child to start her Scouting journey.

After 5 years she moved up to become a Cub Scout Leader for 2 years before moving back to Canberra in 2018, rejoining Kama Scout Group briefly before moving to Crowajingalong Scout Group as Assistant Group Leader. She is excited about her new role and continuing to support youth members.

Branch Commissioner, Outdoor Adventure Skills

Sam Aspin "Rakali" - sam.aspin@scoutsact.com.au

Sam had a few years in Brownies as a young girl followed by a long break from scouting. She re-commenced as a parent helper when her son joined Joeys at Badimara, before becoming a cub leader there. After a few years, Sam joined Lake Tuggeranong Sea Scouts as a cub leader where her teenage passion for paddling kayaks and canoes was reignited. Sam became a Scout Leader at LTSS when her son moved to the scout section. Sam is also an active member of the Branch Water team.

Sam has a passion for almost everything outdoors and loves to take youth out to experience new challenges in a range of outdoor pursuits including bushwalking, cross country skiing, canoeing and mountain biking. She hopes her new role will enable her to facilitate a love of outdoor pursuits amongst scouts in the ACT.

Branch Commissioner, Special Interest Areas

Youth Engagement

The Youth Engagement Team is responsible for supporting Unit and youth councils, providing leadership training to youth members, coordinating Branch and international events, and providing opportunities for youth members to have their voices heard.

Jacinta Henderson - jacinta.henderson@scoutsact.com.au  


  • Coordinating the Branch events calendar

  • Providing support and guidance to major event organisers, especially around budgeting and risk management

  • Supporting all events to involve youth members during planning and delivery

Branch Commissioner, Youth Empowerment

  • Supporting Unit Councils

  • Supporting Branch youth councils, including the Branch Scout Council, Branch Venturer Council, and Branch Rover Council

  • Organising events and opportunities to gather ideas and input from youth members

Jay joined Scouts ACT in 2015 as a Scout Leader with Birralee Scout Group, and was previously a youth member in Victoria for 10 years where he achieved the Queens Scout Award. He has attended three Australian Scout Jamborees and the 2022 World Scout Conference, and has participated in several National working groups. Jay is looking forward to working with youth and adult members to elevate the voices and ideas of our amazing youth members.

Branch Commissioner, Youth Leadership, Training and Development

Branch Commissioner, International

    • Scouts International Student Exchange Program (SISEP)

  • Representing Scouts ACT as a member of the Scouts Australia International Team

Georgia was a Guide before moving to Canberra in 2015 and joined Scouts shortly afterwards as a Rover at Lake Ginn, while also involved with the Branch Rover Council and as a Branch Activity Leader for the SciScouts team. Recently booted from Rover Scouts, Georgia is excited for next challenge as Branch Commissioner, International and is passionate about giving more ACT youth international scouting opportunities.
